Kosovo Central Bank Governor – Election Disputed

Gani.GerguriPRISTINA, Kosovo — The new governor of the Kosovo Central Bank is called Gani Gërguri. The 50 years old economist was voted with a majority of 58 votes out of 99 present MPs of the 120-seats Kosovar parliament. The opponent candi-date, Safet Merovci, received 15 votes. Before his election Gërguri already served as the acting head of the central bank. His predecessor, Hashim Re-xhepi, was arrested due to alleged corruption. As to replacing former Governor Rexhepi, the new governor will remain in office until the scheduled new election at 26. 03. 2013.

Reportedly Gërguri disposes expertise in financial economics, macro-economics and payments systems. Because of Kosovo’s adoption of the Euro as the country’s currency, the Kosovan central bank faces limited influence on monetary policies. Its duties are focused on monitoring eight commercial banks, pension funds as well as insurance and microfinance companies. Finance experts see Gërguri’s  main task in improving the Central Bank’s damaged reputation.

The voting procedure was accompanied by strong disputes about the influence taken by Pieter Feith, the EU backed head of the International Civilian Office in Kosovo. Through a letter to the members of the Kosovan parliament, Feith emphasized  his support for the later on elected Gani Gërguri.

Due to this pressure the oppositional "Movement for Self Determination"  (Vete-vendosje) refused to join the according parliamentary session. "The Parliament had been presented … two candidates, without being given any idea of their economic vision", Vetevendosje head Albin Kurti stated. The MPs stayed uninformed about "how each candidate plans to protect the autonomy of the Central Bank, or to maintain financial stability".

Further on "Vetevendosje" complained that "the Parliament was merely being asked to approve a decision already made by a Panel, and Pieter Feith". By this parliament members were forced to legitimate decisions which were already made, instead of "… making choices which will be legitimate", Kurti says. – KON  NEWS > KOSOVO
